Assess Commercial Value and Resource Requirements
After mandatory requirements are met, assess contract value, margin, delivery cost, buyer fit, existing relationships, competitive advantage, and strategic value.
Record confirmed facts, reasonable inferences, and open questions separately. Unknowns must not be treated as passes.

A defensible Go/No-Go record contains the decision, key evidence, material risks, open questions, owner, next step, and review date. This lets the team reconstruct the rationale even when people change.
